Might be duplicate of https://bugs.launchpad.net/neutron/+bug/1959564 - let's monitor if still happens after https://review.opendev.org/c/openstack/neutron/+/828231 is merged

Seems to be much better since the backports are merged to Xena and Wallaby

Job is much stable now[1], single failure since the patch[2] merge and that too different test, Closing for now, if we see the issue again, it can be reopened.
