test_local_ip_connectivity test failing in stable/xena jobs

Failing since https://review.opendev.org/c/openstack/neutron-tempest-plugin/+/823007 is merged.

It's happening as master version of openvswitch jobs is running in stable/xena branch and that feature is only available in master branch. This needs to be fixed by switch to xena-jobs in stable/xena branch.

    [Xena Only] Switch to xena neutron-tempest-plugin jobs

    Master jobs were running in stable/xena branches and
    causing issue, switch to xena based jobs.
