neutron fullstack/functional jobs TIMED_OUT randomly

Neutron fullstack and functional jobs are timing out randomly across all branches, only few such failures though, 1 or 2 failures per week.

it seems to be happenning on all branches, so not something master specific

perhaps we can play with decreasing OS_TEST_TIMEOUT:

it was raised to 600s with https://review.opendev.org/c/openstack/neutron/+/291043 (lp: https://bugs.launchpad.net/neutron/+bug/1541742 )
