Bug Description
The external_port only supported where network is vlan type, not geneve network. So we should return it when create a sriov nic backed tunnel net.

Hello:
Right now we only provide support for external ports (BM and SR-IOV) in physical backend networks (VLAN, flat). This new functionality, that needs much better explanation, could be considered as a RFE.
In any case, please reopen it if needed as a RFE and present it in the drivers meeting.
