DNS integration documentation and scenario tests need update after dns_assignment calculation was changed

Bug Description

After implementing during Victoria an updated ports dns_assignment calculation according to this spec https://specs.openstack.org/openstack//neutron-specs/specs/victoria/port_dns_assignment.html, the dns integration docs and neutron tempest plugin were not updated accordingly.

The docs that need update are:

- https://docs.openstack.org/neutron/latest/admin/config-dns-int.html
- https://docs.openstack.org/neutron/latest/admin/config-dns-int-ext-serv.html

    Update dns_assignment attribute documentation

    After the implementation of [1], the calculation of the port's
    dns_assignment attribute changed for some use cases of the Neutron
    integration with an external DNS service. This change updates the
    documentation accordingly

    Test dns_assignment with external dns integration

    After the ports dns_assignment attribute calculation was changed by [1]
    to implement [2], this patch updates the corresponding scenario test
    case to reflect the current functionality
