[CI] "neutron-ovs-rally-task" job failing due to an authentication problem

Bug Description

Since [1], devstack does not create a keystone admin endpoint by default. This is needed in the job "neutron-ovs-rally-task".

    Create Keystone admin endpoint for Rally job

    CI job "neutron-ovs-rally-task" needs an admin endpoint. Since
    [1] devstack does not create it by default. This patch enables it
    in this job now.
