Bug Description

"neutron-tempest-plugin-scenario-ovn" job is timing out very frequently.

Current test case execution timeout is 10.000 secs (2h46m). Some builds are finishing (including installation) in 2h45m - 2h55m. I would increase the timeout to the current global zuul timeout (3h).

    Increase "neutron-tempest-plugin-scenario-ovn" timeout to 3h

    Due to a recent series of timeouts during the execution of this job,
    this patch increases the timeout to 3h.
