[OVN][FT] During the OvnNorthd stop, the unix file could not exist

During the OVN functional tests, when the "OvnNorthd" is stopped at the end of the test, the UNIX ctl file could have been already deleted. Check first before executing the "ovs-appctl" command.

E.g.:
