RFE: Adding support for direct ports with qos in ovn

As we extended before the OVS QoS driver with direct ports, see here [1],
we need to do the same with OVN driver, to be able to assign QoS policies and rules to direct ports

Is this supported by OVN? Do this require any specific changes in core OVN? Or just something similar like https://review.opendev.org/c/openstack/neutron/+/611605 but for ovn mechanism driver?

No there is no need any specific changes in core OVN, just something similar to OVS

In that case I don't think we need to treat this as new RFE. Let's go with this as regular improvement.
