Bug Description

It should be done if we want to make OpenStack to be "FIPS compliant".
What is FIPS You can find in https://csrc.nist.gov/publications/detail/fips/140/3/final

This isn't most needed thing but AFAIK Tempest is also moving away from paramiko slowly so we can do that in the neutron-tempest-plugin as well.

Maybe the easier way to do that would be to see whether the specialized client in neutron_tempest_plugin/common/ssh.py can be merged into tempest/lib/common/ssh.py.
