Bug Description

Backported patch https://review.opendev.org/c/openstack/neutron/+/721695 introduced two incompatible calls in python2.7:
- subprocess.communicate does not have timeout as input parameter
- subprocess does not implement TimeoutExpired

This patch should be reverted.
