Bug Description

Since [1], method "fixup_ubuntu" is removed from Devstack code.

Functional and fullstack CI jobs are failing when "tools/configure_for_func_testing.sh" is called.

    Since [1] this method is not in Devstack repository. Bionic is no
    longer supported.
