Race between sriov_config service and openib service

When having sriov configured in mlnx interfaces and we are using MLNX ofed, In reboot case we'll have race between sriov_config service and openibd service which loads mlx drivers, sometimes it causes failures in starting sriov_config service correctly

* How did you deploy your OpenStack cloud (i.e. Kolla, Ansible, or manual install).
* Which OS you are using (i.e. Ubuntu, CentOS, etc.)
* Which version of neutron you installed (i.e. master, stable/victoria, etc.)
* What are the race you were seeing? Please describe a bit more details. For example, what are the error message you saw if any?
* How to reproduce the issue you reported.
* How did you configure neutron. Please provide the related config files.
* Please paste the logs of neutron services.
