Split logfiles for neutron-functional-with-uwsgi job are empty

Noted in a recent meeting, the split logfiles in functional job are mostly empty (the ones in dsvm-functional-logs/ directory).

Note that neutron-fullstack-with-uwsgi has proper split log files, so this seems specific to functional. Example for fullstack:

Slight correction, this seems an issue in neutron-functional itself configuration in master, as neutron-functional sans wsgi still runs in periodic jobs, and has same issue:

This issue was fixed in the openstack/neutron 18.0.0.0rc1 release candidate.
