[RFE] Enable set quota per floating-ips pool.

Bug Description

[Request]
In the OpenStack environment when setting a quota for total floating-ips this is defined only at the level of tenants/projects, I would like to see the possibility of having the option of limiting the number of floating-ips per pool of available networks.

[Example]
An environment with two floating-ips pools network - internet and intranet.
The internet pool has less IPs available than the intranet pool in total, so the need to have different quotas per floating-ips pool and to ensure that the number of IPs is not exceeded.

From internet pool max. 1 floating-ips
From intranet pool max. 5 floating-ips

[Env]
The current environment is Bionic/Train Openstack/Juju-charms but this is valid for other versions of Openstack.

Maybe it's also worth considering giving out two projects instead of one to your users: one with a quota of 1 with a fip pool from one subnet and another with a quota of 5 with a pool from another subnet. Clearly this is not the same thing as you described, but maybe it can be a working alternative without developing a new feature. Especially that some objects could be shared between these two projects:

First of all, I don't see "floating IP pools" in the Neutron resources. Are You talking about subnets from networks marked as "external"?

And second question IIUC it will require new API, which will allow to configure number of IP addresses available for specific project in specific subnet (FIP pool). Is that correct?
