Bug Description

I spotted it in the IPv6 OVN job, that test failed due to some SSH failure and it seems from the console log that it couldn't get metadata properly: https://e2c0877e248e585ff6cf-8d05f895899502f9ee3e48e71f5abbd6.ssl.cf1.rackcdn.com/764171/2/check/neutron-ovn-tempest-ovs-release-ipv6-only/4729bff/testr_results.html

I don't see any obvious error which would be root cause of that issue in ovn-metadata-agent logs but I think it's worth to check that more carefully.
