[ovn] Failure in post_fork_initialize leaves worker processes without OVN IDL connections

Bug Description

In case something goes south in post_fork_initialize() method of OVN mechanism driver, the worker will be left uninitiliazed and without idl instances connecting to OVN northbound and southbound databases. The method should be more resilient. e.g. if there is not mysql connection after process is forked, adding a node to the hash ring fails and is never retried.
