Job neutron-ovn-tempest-ovs-release-ipv6-only is failing 100% of times

Every time I see 9 tests failing. Like e.g. https://zuul.opendev.org/t/openstack/build/8a783bb50f724c6f8d906c939c2bdb1e

Hello:

At least in the logs provided, the tests failed because the VMs were not spawned.

Reviewing the nova logs [1], every VM reported in error in the log report [2] was not even spawned.

The error reported in Nova [3]:
Unable to find a host for instance 7233510a-018c-4271-8253-17f9e1f99d2f. Dropping event network-vif-deleted {{(pid=95903) create /opt/stack/nova/nova/api/openstack/compute/server_external_events.py:138}}

Still investigating why this is happening.
