ContextualVersionConflict with pecan 1.3.3 in networking-midonet

In networking-midonet the following error appeared:

For neutron pecan version was lifted by this fix:

    Revert "Updating the pecan version requirement"

    This reverts commit e92193d246c8ea30d42a064297bb7a1955c62a98.

    With pecan 1.4.0 aodh and ceilometer has issues, so for now better to
    revert this change.
