The error is due to the existence of two DNS extensions.

https://review.opendev.org/#/c/734622/ and https://review.opendev.org/#/c/748140/ should solve this error.

It seems to be same issue as described in https://bugs.launchpad.net/neutron/+bug/1887163
And patch https://review.opendev.org/#/c/748140/ should solve it IMO.
