[OVN] Remove dependency on fip_object

Bug Description

The 'update_floatingip' and 'delete_floatingip' method currently depend on ‘fip_object’, which was added to keep things backward compatible.

Currently, the 'fip_id' has been stored in the 'external_ids' of NAT, original fip can be obtained from 'ovn_fip', so 'fip_object' can be removed.
