Bug Description
Arp responder is in Neutron since long time but it seems it's not well tested. As it is something what is hidden from the user, I think that easiest way to test if proper OpenFlow rules are really created by ovs agent on the node is to add some functional tests.
Or maybe fullstack test would be good too.
