Sgs of device_owner_network port can be update without specifing "device_owner" attr

When update a port of which device_owner startswith 'network:' with security_groups attribute, the port can be successfully updated. On the contrary，those network device owner ports should not be added security_groups.

I don't understand well the real problem here. Reviewing the patch I can extract the following conclusion: the problem arises when you are updating at the same time the device_owner (to network:*) and the SG. Is that correct?
