Pike Series Release Notes in neutron

hi all, I found a wrong word in the 'other notes' part, the 'neutron-server' was wrongly written as 'neutron-serer'.please fix it, thanks~

You have to push a fix to https://review.opendev.org/, and the community will be happy that a new contributor is on the way :-)

Note that a backport to stable/pike is needed after merging the fix in the master to fix this.
Fixing a typo ONLY in the master makes no sense.
I wonder directly fix to stable/pike might make sense in this case.
