Networking API v2.0 LBaaSv2 jumbled

The LBaaSv2 API section is broken. It appears to be a group of failed template include statements.

This bug tracker is for errors with the documentation, use the following as a template and remove or add fields as you see fit. Convert [ ] into [x] to check boxes:

    Fix rendering of api-ref main page

    Due to missing empty lines in LBaaS v2 section on main
    page of Neutron's api-ref it was rendered incorrectly and
    sections which are after LBaaS section on this page were not
    rendered properly too.

    This patch fixes this issue.
