Neutron-fwaas python 3.7 job is broken

It is failing with error while installing psycopg2.

Hi Slawek,

the log shows [1] that pg_config is missing which is part of 'libpq-dev' package. This should be added into a bindep.txt
This issue is a consequence of the removal of the bindep-fallback.txt in zuul [2]

    Add bindep.txt file to neutron-fwaas repo

    It is needed to put there libpq-dev package which is required
    at least in py37 job.
