The problem is with later versions of Fedora (I looked on F30), these packages do not have a kernel version appended. For example they are 'kernel-devel' and 'kernel-headers'.
Even though the failure is in the networking-ovn jobs, the script in question that installs packages lives over in the neutron repo.
This issue was fixed in the openstack/neutron 15.0.0.0b1 development milestone.
