What makes this new connection to 169.254.169.254 being refused? I don't see any REJECT rule in the iptables setup, only DROP. Is that haproxy that refuses the new connection?

If I change manually the IP address of the VM requests to 169.254.169.254 are just dropped or their packages are dropped but they are not rejected.
