[RFE] Move sanity-checks to neutron-status CLI tool

Bug Description

New CLI tool "neutron-status" was recently implemented as community goal [1]. Currently it has only command "upgrade check" which allows to run some checks before upgrade of Neutron to new version.

In Neutron we have also "neutron-sanity-check" CLI tool which runs various checks of environment. It can be moved to "neutron-status" tool and be run in similar way like upgrade check, something like:

    neutron-status sanity check

It can also load checks in same way as it is now done by "upgrade check" subcommand, so stadium/3rd party projects would be able to add own sanity checks to it too.

The request sounds reasonable. It is also nice to allow stadium/3rd-party projects to implement sanity checks.
