Python 2.7 and 3.5 periodic jobs with-oslo-master fails

Since few days we have 100% failures in those jobs, examples:

Python 3.5:

Taking a look, I can reproduce locally.

    Update tests neutron.conf to use transport_url

    The deprecated rpc_backend parameter was removed from oslo.messaging in
    I193cc0e613459a6dbbfd54ed0901a54ded78d712

    Use transport_url parameter instead

This issue was fixed in the openstack/neutron 14.0.0.0b1 development milestone.
