Bug Description

Use the sample policy file and non-admin credential. Try to list loggable resources but failed.

$ source /opt/stack/devstack/openrc demo demo
$ openstack network loggable resources list
Failed to check policy tenant_id:%(tenant_id)s because Unable to verify match:%(tenant_id)s as the parent resource: tenant was not found.
Neutron server returns request_ids: ['req-55c56d3f-246c-486c-8763-8b27248fef09']
