neutron-vpnaas doesn't support local tox targets

Today it appears the neutron-vpnaas doesn't support proper env setup for running tox targets locally. For more details see [1].

Not sure how it got duplicated; probably was meant to be for fwaas, but in any case many of the networking projects are not setup properly for Zuul.
