L3 HA: 2 masters after restart of l3 agent

l3 agent service: killmode=process

1.Restart l3 agent which is backup.
2.Because the value of killmode is process, the keepalived processes are alive all the time.
4.When l3 agent starts, all the ha interfaces on this host are set down and the ha network is disconnected.
5.Then keepalived processes will set routers to active. There will be two masters.
6.After some time the only one agent remains to be active.

I found the problem in pike branch. But I checked the master branch and the code is the same.
