test_notify_port_ready_after_enable_dhcp fails with RuntimeError: 'dhcp_ready_on_ports' not be called

As of recent there appears to be an intermittent failure in neutron.tests.functional.agent.test_dhcp_agent.DHCPAgentOVSTestCase.test_notify_port_ready_after_enable_dhcp; it fails with:

RuntimeError: 'dhcp_ready_on_ports' not be called

For example [1].

As of right now I only see 2 patches that have failed with this [2], but it also appears to only have recently started occurring.

Additional debug is required.

There was any such issue during last 2 days (I checked on log stash given in bug description). I think we could make it more important if it will happen more.
