Install and configure controller node in neutron - need to install nova compute and api first

- [X] This doc is inaccurate in this way: In order to edit and configure compute to use neutron, nova needs to be installed (so executing the Compute Service Instructions should be pre-req for Neutron installation) - imho.

    clarify nova prereq for controller install docs

    This patch adds a note to clarify the need for nova to be installed
    prior to configuring the compute service for neutron.
