Can't disable gateway when use subnet pool to create subnet

Bug Description

Env: devstack master branch

Desc:
In create subnet form, if the "Network Address Source" drop-down box selects "Allocate Network Address from a pool", check out Disable Gateway, and the subnet information that has been created contains the gateway IP.

Bug 1716721 in neutron is the root cause of this issue.
Rather than adding a workaround logic to horizon, I believe it should be fixed in neutron.
