undercloud does not deploy due to "duplicate column" in database

What operating system?

iirc, this was triggered by neutron-db-manage

Operating system was CentOS 7, the package used was a build from Sep 9, 2017 based on a master snapshot (git hash d32d51d).

The environment is long gone now.
