install docs for controller missing db commands

Bug Description

The page https://docs.openstack.org/neutron/pike/install/controller-install-rdo.html just mentioned the login database, but there are other operations after login to the database. The document should also have the steps to create the database and add access.

I can confirm that the 'rdo' and 'obs' instructions are not complete for creating the neutron database, but the 'ubuntu' one is. Might be enough to just copy the missing content to the other two.
