    Tag mechanism supports resources with standard attribute

    Tag mechanism supports network, subnet, port, subnetpool
    router resources only. This patch allow tag mechanism to support
     resources with standard attribute.

    Two old extenions are kept because of backward compatibility.
    They will be removed in Queens release.

    APIImpact: Tag is supported by resources with standard attribute
    DocImpact: allow users to set tags on resources with standard attribute

It looks the following doc changes are needed here:

- The api ref in neutron-lib needs updating to reflect the new extension.
- A number of the neutron/doc/** need updating. For example output from commands for list/get resources that now support tag should show the 'tags' attribute now for completeness sake.

    update docs for stdattr tag support

    Tag support was extended to all resources that support the std attr
    mechanism. This patch handles a few remaining updates in the docs.

    This one is also a candidate for backport to pike if warranted.

    api ref for standard-attr-tag extension

    This updates the API reference for the tag based extensions by adding
    details on the standard attr based tags extension as well as noting
    the deprecation of the existing tag based extensions.
