Bug Description
While different deployments will have different requirements there is no description of how to configure the health manager ports in "real world" deployments. The approach used in devstack does not necessarily survive node reboot (e.g. the node is running the neutron-ovs-cleanup process on startup and shutdown) and requires command line access to the node.
