Bug Description
The binary dependencies required to run neutron aren't present in bindep.txt. This makes it difficult to figure out how to install neutron from source in an environment since it's not clear what non-python dependencies there are. We should add everything into bindep.txt to make it easy for users and packagers to know what needs to be installed to use neutron.
I also was not able to find any documentation on the binary package requirements for neutron anywhere.
