CLI reference of networking commands should be generated from OSC

Networking commands in CLI reference uses neutron CLI output.

neutron CLI is now deprecated in Ocata release.
OSC migration is almost completed and is expected to completed in Pike cycle.
The migration should happen in Pike cycle.

    Use the OpenStackClient cmd instead of neutron cmd

    Try to use the OpenStackClient(OSC) command instead of all neutron
    command. If OSC command can not be found, then use neutron command. Up to
    now, the commad "neutron ext-show quotas" and "neutron quota-delete" can
    not be replaced with OSC command.

My original intention is that openstack-manuals should mention that neutron CLI is deprecated and it is recommended to use OSC CLI.

This bug is marked as Fix Released but I don't see any clear guide in "Networking commands in CLI reference".

Hopefully the Networking commands in CLI reference will cover networking commands provided as OSC plugin via python-neutronclient.

python-neutronclient OSC plugin commands covers and will cover advanced networking services.
Commands support for all new features related to neutron stadium will be provided thru OSC and neutronclient OSC plugins.
I believe the CLI reference generation itself needs to be updated.

At now, Networking commands in CLI reference do not cover:
- neutron trunk
- FWaaS v2 (neutron-fwaas)
- neutron-dynamic-routing
and more commands will be added as OSC plugin.
