Bug Description

The neutron-fwaas functional test suite for stable/newton runs tests [1], but the functional test sute for master (ocata) does not [2].

After investigation , we found that https://review.openstack.org/#/c/404927/1 may have been the cause of sudden disappearance of the tests.
