404 error on contributor docs pages

Go to http://docs.openstack.org/developer/neutron/devref/template_model_sync_test.html and there's a broken link to oslo.db docs for test_migrations, http://docs.openstack.org/developer/oslo.db/api/sqlalchemy/test_migrations.html. Other broken links and referring pages include:
