fullstack: Provide meaningful error when environment fails to build

Bug Description

Currently when fullstack fails to start up any process (agent, server) the provided error is "eventlet.timeout.Timeout: 60 seconds" - which doesn't say any reason of why environment is not up. We should provide some automated analysis of the failure and include that in part of the exception.
