[api-ref] Make api parameters more meaningful

Our api-ref in neutron-lib repo now should be made the different parameters more meaningful.

Such as :

The "status" "status_1" ... "status_10", these parameters is not friendly.
Also "shared_X" and so on.

So we should correct them with some worthly parameter name.

    Fix the status parameters in api-ref

    This patch fixes the "status" in all inc files.
    Subsequent patchsets will improve the description of other parameters in
    the api-ref.
