AFTER_INIT callback not invoked when api_workers == 0

Bug Description

After change https://github.com/openstack/neutron/commit/483c5982c020ff21ceecf1d575c2d8fad2937d6e the AFTER_INIT callback is not invoked when a user configures api_workers 0.
This breaks plugins/applications that expect the AFTER_INIT to be called

The cause of this was the recent patch https://review.openstack.org/#/c/348801/ to allow 0 workers again. If we are going to allow it we need to make sure we emit that event.
