Ports is UP even though there's no L3 agents available

Bug Description
When I accidentally upgrade to Newton a few weeks ago, I failed to notice that 'neutron-
Today, when I was playing with adding a second router, I noticed that all those ports was Down and investigated. It was the missing l3 agent that was at fault.
But looking at the existing router, which worked just fine before the upgrade, all those ports are UP. Which I'm assuming they shouldn't.

As per the scenario mentioned above in the bug description we reproduced the issue in the newton version of openstack and have observed that the port status is DOWN in the absence of l3 agent and it was according to the expected behaviour .So let us know if anything additional is required to validate in the scenario or we can close on the analysis part.
