Bug Description

We need to do like [1] and [2].
This is a pre-requisite for moving the API doc under neutron-lib.

    Move API definition out of n8g-bgpvpn into neutron-lib

    This change removes RESOURCE_MAP and some other constants and replaces
    them with imports from neutron-lib as part of the Neutron Stadium
    effort to centralize the API definitions.
