neutron-lib validate_non_negative doesn't use valid_values kwarg

Bug Description

neutron_lib.api.validator validate_non_negative [1], defines the valid_values kwarg, but does nothing with it.

We can leverage the work done in [2] to add some basic verification of this kwarg.
